An Periodic Analysis of Internet Public Opinion on The Establishment of Public Medical School and Suggestions

Abstract
Objectives: The purpose of this research is to analyze internet public opinion on the establishment of public medical school and to provide suggestions on policy direction.

Methods: From October 1, 2018 to October 8, 2020, R programing is used to collect 153,144 comments from Naver and Daum's 2,031 articles related to public medical school. Frequency analysis, association rule Analysis, and thematic analysis are conducted by period.

Results: The themes of "recommendation problem for admission" and "withdrawal of policy" emerge greatly throughout the whole period. Public consensus is confirmed under the themes of "sympathy for lack of essential health care in local" and "sympathy for lack of public health workers". major issues of public opinion against the policy are raised such as manpower supply and demand on unpopular medical departments and continuity of medical service in local. Complaints against both the government and the doctors are intensified over time.

Conclusions: In order to smoothly proceed with the policy, it is essential to resolve the suspicion over Public medical school gate, including the issue of recommendation problem for admission. Public opinion empathizes lack of essential health care in local and public health workers, therefore it is necessary to closely discuss major issues with the medical community, such as manpower supply and demand on unpopular medical departments, continuity of medical service in local, and reach a social consensus through sufficient deliberation.
